Douglas PUD awards bid for Conklin RV Park upgrade

BRIDGEPORT – Following a review and revision of the original bid proposal, the Douglas County PUD awarded the contract to upgrade and expand RV facilities at the Conklin Landing RV Park to Hurst Construction, LLC of Wenatchee.

 

The contract, scaled back from a more ambitious version that included more amenities than the engineer’s estimate covered, will still give the city 17 RV spaces at the landing where none exist now. Of those spaces, the PUD committed to 10 and the city joined in the project to add seven more.

 

In August 2017, the city council voted to allocate $225,000 of its own funds to cover the costs of the seven RV spaces when it was apparent that piggy-backing on the PUD contract was the most efficient way for the city to build the extra spaces.

 

Earlier the city was awarded a grant from the Washington Stat Recreation and Conservation Office (RCO) for $264,000 to cover Bridgeport’s portion of the costs, but the state had failed to approve the 2018 capital budget, so the funds were in limbo. The city decided to proceed on its own if necessary.

 

I don’t want us to miss out on this opportunity just because the state couldn’t get its act together,” said council person Matt Schuh at the time.

 

Last January, the Legislature approved the $4 billion, freeing up the funds.

 

Bridgeport officials requested a few amenities to the PUD upgrade but when the bid request went out to contractors, those that came back were well above the PUD’s estimated cost. The project parameters were revisited and revised, cutting out unnecessary items to lower the overall cost estimate. Gone was the laundry room, landscaping, and picnic area among other perks. A block retaining wall originally conceived to conceal the garbage dumpster was scaled back to a screening fence.

 

Delays in the original construction timetable resulted in cost increases so last August, PUD commissioners negotiated an agreement with the City of Bridgeport to increase the city’s contribution by $50,000.

 

The second bid request resulted in the selectin of Hurst for $1,075,000.

 

The original construction scheduled called for the project to be done by this fall. Now, it is estimated to be completed in May 2019, Mayor Conklin said.
