Wells Hydroelectric Project - Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the Nov. 27, 2017 Commission meeting held at the District’s Wells Hydroelectric Project:
• Authorized interconnection and service agreement with Power Block 404, LLC as required by the Customer Service Policies, Section 36. (17-190)
• Approved a change to Section 32 of the Customer Service Policy. The change would require non-diverse loads to pay twice the cost per amp for new service installations due to the load requirements of these services. (17-191)
• Authorized amending the District’s procedure for small public works roster contracts. The District will use the Municipal Research and Services Center to maintain, host and advertise small work projects.  (17-192)
• Accepted bids received for Douglas PUD surplus items sold by Chuck Yarbro Auctioneers. The auction had a net return of $14,563 for Douglas PUD. (17-193)
• Approved addendum No. 1 to bid document 17-17-D, supply and deliver LED street lights. This will change the style of light to a type III. (17-194)
• Authorized award of contract 17-21-D, supply and deliver compact 1100 KCMIL EPR primary underground cable to WESCO Distribution, Inc. the lowest responsive bidder. (17-195)
• Approved renewal of contract 16-25-W, Hatchery Wells and Pump Maintenance for an additional one-year period with Irrigation Technology and Control, Inc. (17-196)
• Authorized acceptance of work and final payment to KVA electric under contract 17-06-W, transformer services at Douglas Switchyard and the Wells Hydroelectric Project.  All work has been completed and determined to meet the bid specifications. (17-197)
• Approved the acceptance of an engagement letter with Baker Tilly Virchow Karuse, LLP for the audit of the Wells Hydroelectric Project fiscal years ended August 31, 2017 and August 31, 2018. (17-198)
• Authorized professional service agreement with LGL limited for support on Telemetry Studies as required by the Wells Project license and 401 Water Quality Certification. (17-199)
• Approved amendment No. 1 to the professional service agreement with HDR Engineering, Inc. for ongoing support related to compliance activities. This amendment will extend the agreement to December 31, 2018. (17-200)
• Authorized amendment No.2 to Professional Service Agreement with the Okanagan Nation Alliance for the operational deployment and assessment of the Okanagan Fish Water Management Tool as called for in the Wells Habitat Conservation Plan. This amendment modifies the scope, increases the not-to-exceed price $259,038 Canadian dollars and extends the agreement to December 31, 2018.   (17-201)
• Approved land use permit 432-01, Pateros Partners LLC. The permit is for continued use of Project lands for previously permitted boat docks, concrete bulkheads, landscaping and parking lot. (17-202)
• Authorized renewal of general liability and automobile insurance coverage with Everest National Insurance Company. (17-203)
• Heard a report on the Douglas County Community Network. The network currently has 3,877 end users.
• The next meeting of the Commission is scheduled for 1:30 p.m. Dec. 11, 2017 at the District’s East Wenatchee office.
