Douglas County PUD Commision Report

May 14 meeting
EAST WENATCHEE - Douglas County PUD Commissioners Ronald E. Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the May 14, 2018 Commission meeting held at the District’s East Wenatchee office:
• Heard the bid opening results for bid document 18-13-W, perform berm breaching at Cassimer Bar and 18-01-W, Columbia Cove Park shoreline stabilization. All bids will be evaluated prior to a recommendation for contract award.
• Approved a Joint Powers Agreement with National Joint Powers Alliance who provides nationally leveraged and competitively solicited purchasing contracts. (18-081)
• Authorized keyboard, video, mouse switches to be surplused. These are no longer of use to the District and the vendor provides a buy-back program which would be more advantageous than auction or recycling. (18-082)
• Approved an interconnection and service agreement with Giga Watt, Inc – Highline Drive, as required by the Customer Service Policies, Section 36. (18-083)
• Authorized acceptance of work and final payment to Consolidated Electrical Distributers under contract 17-17-D, supply and deliver LED street lights. All work has  been completed and determined to meet bid specifications . (18-084)
• Affirmed change orders No. 2 and 3 to contract 17-12-W, Pateros dock replacements and boat launch improvements. Changes modify existing abutments to address undermining and extend the completion date to June 8, 2018. This change will increase the contract $1,102 bringing the total not-to-exceed cost to $748,470. (18-085)
• Approved award of contract 18-01-W, Columbia Cove Park shoreline stabilization to Rains Contracting, Inc. the lowest responsive bidder. (18-086)
• Authorized award of contract 18-13-W, perform berm breaching at Cassimer Bar to EcoGrind Site Solutions LLC the lowest responsive bidder. (18-087)
• Approved a professional service agreement with Washington State Department of Fish and Wildlife for steelhead genetic analysis. Necessary to investigate the natural spawning success of hatchery reared steelhead relative to wild steelhead and to utilize a statistically valid number of fish to develop baseline DNA profiles for Methow River steelhead as required by the Wells HCP. The cost of this agreement is not to exceed $12,955 and will conclude August 31, 2018. (18-088)
• Authorized professional service agreement with Columbia Research Specialists, LLC for White Sturgeon monitoring and evaluation as required by the Aquatic Settlement Agreement. Columbia Research Specialists, LLC has demonstrated their ability to successfully capture large number of juvenile and adult sturgeon and to complete this work without capturing ESA listed fish species. The cost of this agreement is not to exceed $159,600 and will conclude November 30, 2019. (18-089)
• Approved addendum No. 1 to bid document 18-03-W, supply two 14.4 KV to 480V, 2 MVA, dry type transformers for the Wells Hydroelectric Project. This will add high-side current transformers and extend the bid opening to May 29, 2018. (18-090)
• Authorized negotiation of professional service agreement under RFQ 18-06-W, engineering services for modifications to the trashrack lifting beams at the Wells Hydroelectric Project. (18-091)
• Approved a call for bids under bid document 18-19-W, rehabilitate Unit 2 trashracks at the Wells Hydroelectric Project. Work would include cleaning and coating one set of fifteen (15) trash racks for installation in the intakes of Unit 2. (18-092)
• Authorized a professional service agreement with Scott Jonas for assistance in various protective relaying projects. The cost of this agreement is not to exceed $20,000 and will conclude December 1, 2019. (18-093)
• Affirmed and approved professional service agreements with Cyganiewicz Geotechnical LLC, Geosyntec Consultants, Inc and HDR Engineering, Inc. for services related to the Wells Board of Consultants. (18-094, 18-095, 18-096)
• Heard a report on the Douglas County Community Network. The network currently has 4,272 end users.
• Celebrated the District’s recognition as an American Public Power Association Reliable Public Power Provider (RP3).
May 29 meeting
Douglas County PUD Commissioners Ronald E. Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the May 29, 2018 Commission meeting held at the District’s Wells Hydroelectric Project:
• Heard the bid opening results for bid documents18-05-W, replacement of cooling water strainer for the Wells Hydroelectric Project, 18-18-D, perform 2018 on-site battery testing services and 18-24-D, supply and deliver 3-phase padmount transformers.  All bids will be evaluated prior to a recommendation for contract award.
• Awarded contract 18-18-D, perform 2018 on-site battery testing services to EPC Services Company the lowest responsive bidder. (18-097)
• Approved a call for bids under bid document 18-28-D, supply and deliver control and relay panels for the Lone Pine Substation. Necessary to serve the McNeil Canyon area. (18-098)
• Authorized acceptance of work and final payment  to University Mechanical under contract 17-02-W, service and draft tube air compressor upgrades at the Wells Hydroelectric Project.  All work has been completed and determined to meet specifications. (18-099)
• Approved a professional service agreement with Technical Systems, Inc. for software and hardware technical support for the Wells Hatchery SCADA system.  The contract will not exceed $47,000 and will expire May 31, 2019. (18-100)
• The next meeting of the Commission is scheduled for 1:30 p.m. June 11, 2018 at the District’s East Wenatchee office.
