DOUGLAS COUNTY PUBLIC UTILITY DISTRICT August 22
EAST WENATCHEE - Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the August 22 Commission meeting held at the District’s Bridgeport office:
Heard the bid opening results for Bid Document 23-35-D, 230kV breakers for Clovis Substation. All bids will be evaluated prior to a recommendation for contract award.
Approved a call for bids under Bid Document 23-25-D, Fiber Optic Conduit and Cable Installation. Due to high demand for Douglas County Community Network (DCCN) broadband service, contract crews are necessary to complete construction in a timely fashion.
Authorized a call for bids under Bid Document 23-32-D, install Veedol Substation power conduits and vaults.
Approved a call for bids Under Bid Document 23-36-D, 230kV switches for Clovis Substation.
Authorized amendment No.1 to professional service agreement 20-22-W, with Pacific Engineering and Design, PLLC. This amendment will increase the not-to-exceed cost by $50,000.
Approved amendment No. 2 to the professional services agreement with RH2 Engineering. This agreement allows for the fee schedule to be negotiated annually to reflect any increase in the cost of doing business.
Authorized land use permit 139A-01, Foyle Properties LLC. The permit is for use of Project lands for existing orchard, lawn access road and pasture fence.
Approved land use permits 64B-01, 64C-02, 64D-01, Foyle Orchards Inc. The permit is for use of Project lands for existing walking bridge, lawn, landscaping, pasture fence, driveway, access road, orchard and irrigation system.
Authorized acceptance of the 5th unit work done by Toshiba America Energy Systems under contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project. All work has been completed and determined to meet specifications.
Authorized change order No. 99 to contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project. These changes incorporate the miscellaneous work previously authorized for the 6th unit by field work orders. This will increase the contract by $964,704.
Affirmed amendment No.2 to professional service agreement 21-17-W with Schnabel Engineering, LLC. Necessary to add four new dam safety tasks to the contract. This amendment will increase the not-to-exceed cost by $752,330 and extend the contract to December 31, 2025.
Affirmed award of contract 23-35-D, 230kV breakers for Clovis Substation to Border States Industries, Inc. the lowest responsive bidder.
Received the preliminary budgets for the Distribution System and Wells Hydroelectric Project for calendar year 2024.
The preliminary Distribution System budget includes a previously approved 3% increase in KWH charge for the highest two usage tiers of the General Service schedule (over 25,000 KWH). Data Centers will see a 5% increase January 1 and July 1 and Cryptocurrency customers a 10% increase January 1 and July 1 for their rate schedules. Working capital is expected to increase $43.2 million. The preliminary capital budget is $43.8 million, of which $17.4 million is for electrical facilities. The balance of capital spending is for the Hydrogen Project, improvements and new connections to the Douglas County Community Network and new equipment.
Wells Project Revenue Budget estimate is equal to the Operating Expense Budget at $68.9 million. The preliminary Capital Budget totals $52.3 million. Major items include generating unit refurbishment, mobile crane, Motor Control Center replacement, fire protection upgrade, GUS Transformer replacement, Intake Gate refurbishment and Governor Controls upgrade.
Received the Environmental Reviews of the preliminary budgets.
A budget hearing will be opened on Tuesday, October 10, 2023 and held open until Tuesday, December 12, 2023 at 1:30 p.m. in the East Wenatchee office.
Heard a report on the Douglas County Community Network. The network currently has 7,916 end users.
The next regular meeting of the Commission is scheduled for 1:30 p.m. September 12, at the District’s East Wenatchee office.
