EAST WENATCHEE - Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E. Skagen executed the following actions during the June 28, Commission meeting held at the District's East Wenatchee office:
• Heard the bid opening results for bid document 21-29-W, rehabilitate Unit 10 trashracks at the Wells Project. All bids will be evaluated prior to award recommendation.
• Opened bids under bid document 21-08-W, construction of a new well at Wells Hatchery. No bids were received.
• Affirmed change order No. 2 to contract 20-29-D, supply and deliver 230-115kV, 225 MVA, autotransformer to Lincoln Rock Switchyard. This will change the arrestor size and analysis equipment at an increase of $748 to the contract cost.
• Affirmed change order No. 1 to contract 21-11-D, supply and deliver bus support steel for the Lincoln Rock Switchyard. Necessary to include a Switch Adapter and other minor changes increasing the cost of the contract $5,054.
• Approved a call for bids under bid document 21-35-D, 15KV Breakers for Urban Industrial Substation to provide feeder protection.
• Authorized land use permit 311A-03, Susan Barth. The permit is for use of Project lands for existing residential landscaping.
• Approved an easement acquisition for the Lincoln Rock Switchyard. Necessary to connect the new switchyard to the existing 115kV transmission line.
June 14 meeting
• Authorized change order No. 2 to contract 21-04-D, hydrogen and switchyard site grading. Changes involve the storm water system and additional blocks in the retaining wall increasing the cost $48,077.
• Approved a call for bids under bid document 21-22-D, control and relay panels for Lincoln Rock Switchyard. Necessary to provide protection, control and communication with equipment.
• Awarded contract 21-25-D, supply and deliver substation transformers to Urban Industrial Substation to WEG Transformers USA the lowest responsive bidder.
• Authorized amendment No. 1 to general services agreement with Northwest Power Pool Corporation for Individual Work Order for Area 40 Coordination. This updates the scope of work and deliverables as well as the allocation of participant financial responsibility.
• Approved amendment No. 2 to professional service agreement with RH2 Engineering to assist with the water rights change application. This amendment will increase the agreement $16,182.
• Authorized land use permit 32-02, Cronin and Mcallister.  The permit is for use of Project lands for an existing joint use dock.
• Approved land use permit 630A-04, Divis Family Trust.  The permit is for use of Project lands for replacement of an existing joint use dock.
• Authorized change order No. 1 to contract 21-07-D, install communications microducting in Douglas County. This change will authorize a City of East Wenatchee permitting fee and expand the installation area outside city limits increasing the cost $500,000.
• Authorized a professional service agreement with the Warren Group, LLC. for lobbying and rule making activities. This agreement will not exceed $54,000 and will conclude June 30, 2022.
• Declared an emergency exists and authorized repair of Unit two Generator Thrust Bearing. With spring river flows picking up, the District needs to have Unit 2 back in operation as soon as possible.
• Heard a report on the Douglas County Community Network. The network currently has 6,623 end users.
The next regular meeting of the Commission is scheduled for 1:30 p.m. July 12 at the District's East Wenatchee Office.
