EAST WENATCHEE - Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the May 13, 2019 Commission meeting held at the District’s East Wenatchee office:

• Heard the bid opening results under bid document 19-15-W, low resistance grounding equipment for the Wells Hydroelectric Project. The bids will be evaluated prior to a recommendation for contract award.

• Heard the bid opening reHeard the bid opening results under bid document 19-18-D, Chelan Falls to Douglas Switchyard Fiber Cable. The bids will be evaluated prior to a recommendation for contract award.

• Heard the bid opening results under bid document 19-07-D, Supply and Deliver 795 ACSR Overhead Conductor. The bids will be evaluated prior to a recommendation for contract award.

• Authorized a professional service agreement with Vantage Aerial Technology for aerial meter reading services. The agreement will not exceed $25,000 and will terminate May 31, 2020. (19-054)

• Declared a Dodge Ram truck had reached the end of its useful life and is surplus and authorized its trade-in for fair market value. (19-055)

• Approved a professional service agreement with Perteet Inc. for the design and construction management of the Rapids-Columbia 230 KV Transmission Line Project. (19-056)

• Authorized execution of a mitigation implementation agreement with the Bonneville Power Administration to define responsibilities during construction of the Rapids-Columbia 230 KV Transmission Line Project. (19-057) Awarded contract 19-04-D, provide Distribution tree trimming services to Asplund Tree Expert, LLC, the lowest responsive bid. (19-058)

• Approved a call for bids under bid document 19-05-D, supply and deliver Western Red Cedar poles. Necessary for the Chelan Falls to Rocky Reach Transmission Line rebuild project. (19-059)

• Awarded contract 19-07-D, supply and deliver 795 ACSR Overhead Conductor to Anixter Inc. the lowest responsive bid. (19-060)

• Authorized purchase of Communication System replacement under RFP 19-01-W with CompuNet.  The purchase will not exceed $287,936 including professional services and will terminate December 31, 2019. (19-062)

• Awarded contract 19-09-W, replacement 14.4 KV main generator breakers for the Wells Hydroelectric Project to Olsson Industrial Electric the lowest responsive bid. (19-063)

• Approved amendment No. 3 to professional service agreement with Cultural Resource Consultants, LLC. The District has a continued need for National Historic Preservation Act compliance support. The amendment will extend the contract to May 31, 2022 and increase the not to exceed cost to $275,000. (19-064)

• Authorized the execution of a Compressed Air Medical Directors Agreement with Dr. Keith Hanson and Dr. Eric Haeger. The District is required to appoint one or more licensed physicians trained in the physical requirements and the medical aspects of compressed air work and the treatment of decompression illness. (19-065)

• Approved amendment to District Land Use Permit Jorgensen Wind -06.  The amendment removes 47 acres of poor farm land and reduces the lease payment to $3,150 annually. (19-066)

• Instituted a moratorium on all new non-diverse loads to allow District staff to evaluate policies and procedures and impacts to the electric system and power supply.

• Heard a report on the Douglas County Community Network. The network currently has 4,852 end users.

• Rescheduled the next Commission Meeting due to the Memorial Day holiday. The next meeting of the Commission is scheduled for 1:30 p.m. Tuesday, May 28, 2019 at the District’s Wells Hydroelectric Project.
