Douglas County PUD considering establishing a separate rate schedule for charging loads, hearing March 28

EAST WENATCHEE - Douglas County PUD Commissioners Molly Simpson and Ronald E. Skagen executed the following actions during the March 14, Commission meeting held at the District’s East Wenatchee office:
Reviewed bid opening results under bid document 22-23-D, Western Red Cedar Transmission Poles. All bids will be evaluated prior to award recommendation.
Authorized renewal of contract 20-05-W, hatchery well and pump maintenance for an additional one-year period with H2O Well Services, Inc. as allowed by contract. The contract will not exceed $205,000 and will expire March 31, 2023.
Affirmed change order No.1 to contract 21-13-D, supply and deliver 230 KV Breakers to East Wenatchee. This extends the contract completion date to February 7.
Authorized acceptance of work and final payment to Carlson Sales Metering Solutions LLC. under contract 21-13-D, supply and deliver 230 KV breakers to East Wenatchee.   All work is complete and determine to meet bid specifications.
Affirmed change order No. 1 to contract 21-22-D, control and relay panels for Lincoln Rock Switchyard. This delays the delivery date to accommodate contractor schedules.
Authorized acceptance of work and final payment to Electrical Power Products, Inc. under contract 21-22-D, control and relay panels for Lincoln Rock Switchyard.   All work is complete and determine to meet bid specifications.
Affirmed change order No. 1 to contract 21-48-D, standard shape steel for Urban Industrial Substation. This delays the delivery date to accommodate contractor schedules.
Affirmed change order No. 1 to contract 21-49-D, construct Urban Industrial Substation. The size of two pier foundations were increased to accommodate larger poles than originally anticipated increasing the contract $50,105.
Approved amendment No. 4 to professional service agreement with Electrical Consultants, Inc. Necessary to cover the cost of doing business, this adjusts the rates of the contract as allowed.
Authorized amendment No. 1 to Land Use Agreement No. 20210234 with the Bonneville Power Administration. This adds detailed exhibits for clarification.
Rejected bids under bid document 22-02-D, supply and deliver 1272 ACSR and 1429 ACCC Overhead Conductor. All bids were determined to be non-responsive due to uncertainties in the proposals.
Approved negotiation of a contract for bid document 22-02-D, supply and deliver 1272 ACSR and 1429 ACCC Overhead Conductor due to market conditions.
Authorized professional service agreements with Geosyntec Consultants, Inc (22-27-W) and Cyganiewicz Geotechnical LLC (22-30-W), for services related to the Wells Board of Consultants.
Approved execution of an Interlocal Cooperative Agreement for Road Improvements with Douglas County. District electrical and communication facilities will be included in the NW Empire Avenue roadway improvement project. The District’s portion of the project is estimated to cost $300,000.
Established a hearing for Vehicle and Other Charging Rates. The District has a limited supply of power from Wells Dam. Electric vehicles and other large charging loads are expected to use a significant amount of power. To allow for future load growth within Douglas County and moderate the impact of charging loads, the District is considering establishing a separate rate schedule for charging loads. The hearing is scheduled for 1:30 p.m. March 28, at the District’s East Wenatchee Office.
Heard a report on the Douglas County Community Network. The network currently has 7,075 end users.
The next regular meeting of the Commission is scheduled for 1:30 p.m. March 28, at the District’s East Wenatchee Office.
