BRIDGEPORT—In compliance with the state Growth Management Act (GMA), the City of Bridgeport has a comprehensive plan that includes six-year and 20-year capital facilities projects. The city is required to update these project lists annually during the annual budget process for the upcoming year. Cities in Washington state must comply with the state GMA to be eligible for certain state grants and loans.
City clerk/treasurer Judy Brown delivered an overview of the capital facilities plan at a public hearing held during the regular monthly city council meeting on Nov. 20. The council later approved the resolution. Elements of both plans include:
Six-Year Project List
Water System
2025 - Rehabilitate existing water reservoir.
- Estimated $750,000 funded from a combination of city water/sewer/garbage funds and/or grants from the USDA Rural Development, Community Development Block Grant (CDBG), or other agencies.
2027 – Replace Columbia/Fairview 4”-6” mains with 8” mains.
- Estimated $300,000 cost to replace the one block span Use same funding sources as above 2028 – Replace Columbia to Eighth St. 4”-6” mains with 8” mains.
- Estimated $249,900 Use the same funding sources as above.
2029 – Replace 24th St. & Tacoma Ave. 2” PVC main.
- Estimated $50,000 from water funds.
Streets
2025 – 16th St. Phase II
- $225,000 from Transportation Improvement Board (TIB).
2026 – Sidewalk from Marina Park to downtown
- $100,000 from the street fund, TIB, Bike Pedestrian program.
2026 – Pavement management program.
- Cover est. $30,000 with street fund & TIB grant (if awarded).
2026 – Central business sidewalk project
- Est. $500,000 from the street fund, TIB, CDGB, and WSDOT funds.
2027 – Second St. reconstruction
- $20,000 from street fund, TIB.
Stormwater
2026 – Tenth St. upsize
- $638,000 from Dept. of Ecology, current expense fund.
2026 - Sediment basin study
- $55,000 from DOE, stormwater fund.
Parks
2025 – Plant large replacement tree
- $7,500 from current city expense, donations.
2026 – Tree carving preservation
- $180,000 from Council of Governments (COG), city current expense, donations.
2026 – 24th St. sidewalk
- $150,000 from TIB, USDA, Port of Douglas Co., Community Economic Revitalization Board (CERB).
2026 – Berryman Park Phase 2
- $55,000 from city current expense, donations.
2026 – War Memorial signage
- $5,000 from city current expense, donations.
2027 – Bouska Square renovation
- $200,000 from city current expense, Recreation and Conservation Office (RCO).
2028 – Berryman Park Phase 3 (pool renovation, replacement).
- $4,000,000 from city current expense, RCO, Lodging tax, Real Estate Excise Tax (REET) donations.
2028 – Splash pad.
- $71,766 from city current expense, RCO, Lodging tax, REET, donations.

2026 – Hydro Pac: $8,000 from water, sewer, street fund.
2026 – Precision spray system from street fund.
2027 – 25-ton tilt deck trailer: $30,000 from water, sewer, street fund.

Water system
- Water main enlargements from 4” and 6” diameters to 8” or 10” in more than a half dozen street sections.
- Update well pumping capacity.
Sewer
- Reconstruct headworks.
- Replace 15” mains.
- Repair bellies, root infested mainline sections.
Stormwater
- Upsizing 12th St. conveyance.
- Upsizing 16th St. conveyance.
- Upsizing 17th & 18th St. conveyance & bioswale (runoff strip).
Streets
- Reconstruct 17th St.
- Reconstruct Tacoma Ave.

Parks
Public Works equipment
- Replace maintainer or grader.
