DOUGLAS COUNTY PUBLIC UTILITY DISTRICT July 25

EAST WENATCHEE - Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the July 25, Commission meeting held at the District’s East Wenatchee office:

Reviewed bid opening results for Bid Documents 23-16-D, 15 kV Breakers for Orondo Substation and 23-31-D, Construct Urban Industrial to Rapids 230kV Tie. All bids will be evaluated prior to a recommendation for contract award.

Affirmed change order No. 2 to contract 22-04-D, construct Rapids to Columbia 230V Transmission Line. Changes include two months of crane rental needed to unload steel poles which were delayed due to shipping issues. This change increases the contract by $49,618.

Authorized acceptance of work and final payment to Asplundh Tree Expert, LLC for the first year under contract 22-25-D, provide tree trimming services. All work is complete and determined to meet the bid specifications.

Approved award of contract 23-16-D, 115kV breakers for Orondo Substation to Border States Industries, Inc. the lowest responsive bidder.

Authorized award of contract 23-31-D, Construct Urban Industrial to Rapids 230kV line to Wilson Construction Company the lowest responsive bidder.

Approved land use permit 5B-01 (32), Shane and Olivia Cronin. The permit is for use of Project lands for existing temporary boat dock, pump house and irrigation pipe.

Authorized land use permit 57.0E-01, Erik and Robyn Saathoff. The permit is for use of Project lands for existing access path.

Approved land use permit 64A-01, Janet Foyle. The permit is for use of Project lands for existing landscaping, orchard, garden and access road.

Authorized land use permit 720-02, All that Jazz, LLC. The permit is for use of Project lands for existing access path.

Approved land use permit 726-02, All that Jazz, LLC. The permit is for use of Project lands for existing access path, landscaping, orchard and swim platform.

Authorized land use permit 749A-02, Gene and Jana Shaughnessy. The permit is for use of Project lands for existing access path, buoy and platform.

Approved land use permit 749B-01, Roger and Jan Erlandsen. The permit is for use of Project lands for existing dock, landscaping, fences, stairway and patio.

Authorized amendment No. 6 to the Interlocal Cooperative Agreement for water utility billing and payment collection with Greater Bar Water District. This will extend the agreement through March 2026 and adjust the compensation rate for services provided.

Approved change order No. 3 to contract 22-04-D, construct Rapids to Columbia 230kV Transmission Line. Necessary due to transmission scheduling delays outside the District’s or contractor’s control. The costs associated with the delays in addition to the stranded equipment will increase the contract $280,307.

Affirmed change order No. 1 to contract 22-13-D, hydrogen production and fueling facility. Changes include additional rock to increase the elevation of the compressor pad area, a larger service door and painting the overhead door. These changes increase the contract $49,770.

Approved professional service agreement 23-34-W, 2023 Bathymetric survey and ROV inspection of Wells Dam with David Evans and Associates, Inc. as required by the FERC dam safety program. The agreement will not exceed $246,589 and will conclude March 31, 2024.

Authorized a sole source purchase of air gap machine monitoring equipment from Vibrosystm. They are the vendor of the existing system and they are the only company capable of providing the updates that are needed. The total purchase will not exceed $494,778.

The next regular meeting of the Commission is scheduled for 1:30 p.m. August 8, 2023 at the District’s East Wenatchee Office.
