NOTICE OF DETERMINATION OF ENVIRONMENTAL NONSIGNIFICANCE Public Utility District No.1 of Douglas County has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below. Written comments must be submitted by May 30th, 2025. The issuance of the determination of environmental nonsignificance, for which notice is hereby given, is for the following action: Public Utility District No.1 of Douglas County proposes to install a passive integrated transponder (PIT)-tag-detection system on the railroad bridge over the Methow River for the purpose of detecting passing fish that have had PIT tags implanted into them by researchers. The system will comprise fiberglass-reinforced plastic (FRP) and stainless-steel frames set into recesses on both sides of each of three concrete piers supporting the bridge. PIT-tag-detection antennas will be installed within those frames so that a detection field will extend into the adjacent water on both sides of each pier. The PIT-tag-detection system will be installed on the railroad bridge that spans the Methow River located at the confluence of the Methow and Columbia Rivers, Pateros, WA, Lat/Long: 48.050552/-119.902657 Dated this 22nd day of April, 2025.
